3月6日，以應(yīng)對全球流行病危機為主題的2021年NASPAA-Batten全球?qū)W生模擬大賽亞洲分賽圓滿舉行。此項賽事由全球公共政策、事務(wù)與管理院校聯(lián)盟(NASPAA)發(fā)起，于2月27日和3月6日在全球不同時區(qū)分別舉行了四場比賽，超過400位碩士生在線上參與。亞洲分賽由清華大學(xué)公共管理學(xué)院、韓國發(fā)展研究院公共政策與管理學(xué)院(KDI School of Public Policy and Management)、孟加拉南北大學(xué)(North South University, Bangladesh)、班加羅爾印度大學(xué)國立法學(xué)院(National Law School of India University, Bangalore)共同承辦，清華大學(xué)公共管理學(xué)院參賽學(xué)生所在隊伍榮獲本賽區(qū)冠軍和亞軍。

此次模擬大賽聚焦“全球大流行病”主題，由美國弗吉尼亞大學(xué)弗蘭克·巴頓領(lǐng)導(dǎo)力與公共政策學(xué)院領(lǐng)導(dǎo)力模擬和競賽中心(Center for Leadership Simulation and Gaming,UVA）開發(fā)了基于西班牙流感、非典疫情、新冠肺炎疫情相關(guān)數(shù)據(jù)的全球流行病仿真決策模擬軟件，希望通過模擬比賽提高學(xué)生的創(chuàng)新能力、系統(tǒng)性思維能力和全球公共事務(wù)領(lǐng)導(dǎo)決策能力。在全球面臨新冠肺炎疫情挑戰(zhàn)的背景下舉辦此項賽事，對推動公共衛(wèi)生領(lǐng)域的決策科學(xué)化和促進(jìn)公共管理教育有著重要的意義。

亞洲分賽吸引了來自11個國家30所學(xué)校的91位選手報名參加，評委由NASPAA執(zhí)行主席Laurel McFarland、清華大學(xué)公共管理學(xué)院教授藍(lán)志勇、韓國發(fā)展研究院公共政策與管理學(xué)院副教授Junesoo Lee、孟加拉南北大學(xué)高級講師Mizanur Rahman以及班加羅爾印度大學(xué)國立法學(xué)院老師Srijoni Sen擔(dān)任。

來自不同學(xué)校的參賽選手被隨機分到五個模擬世界中，每個世界的學(xué)生分屬于Chanmar、Gommolino、 Hannom、Malldaff四個國家，每個國家的參賽選手分別擔(dān)任世界衛(wèi)生組織代表、國家總理、公共衛(wèi)生部長、財政部長、通訊部長的角色，從社交距離政策、公共衛(wèi)生政策、經(jīng)濟發(fā)展政策、旅行限制措施等方面，根據(jù)財政預(yù)算、患病人數(shù)、死亡率、經(jīng)濟發(fā)展指標(biāo)、民眾支持率等數(shù)據(jù)，在不斷發(fā)展變化的模擬疫情中，實時決定需要推行的各項具體措施，并綜合考慮公共政策對各國和世界經(jīng)濟社會發(fā)展的影響，在復(fù)雜情景下快速做出科學(xué)決策應(yīng)對全球公共衛(wèi)生危機。

6日上午，NASPAA模擬教育主任Supriya Golas宣布亞洲分賽開幕，清華大學(xué)公共管理學(xué)院教授藍(lán)志勇、孟加拉南北大學(xué)教授Sk. Tawfique M. Haque、NASPAA執(zhí)行主席Laurel McFarland分別致歡迎辭，接著由弗吉尼亞大學(xué)領(lǐng)導(dǎo)力模擬和競賽中心老師Adam Roux介紹模擬軟件的使用方法。

隨后，20個小組利用模擬軟件進(jìn)行了兩輪激烈的比拼，評委綜合考慮模擬分?jǐn)?shù)、團(tuán)隊合作、決策機制、數(shù)據(jù)分析、溝通交流等維度，選出得分最高的四個小組進(jìn)行了匯報展示和答辯。

最終，清華大學(xué)公共管理學(xué)院EMPA香港政務(wù)人才項目碩士生謝珮琪所在隊伍World 1, Malldaff獲得亞洲分賽冠軍，將會在近日參與全球總冠軍的角逐；MPP-SDG項目碩士生查皓所在隊伍World 3, Malldaff獲得亞軍。

此次是清華大學(xué)公共管理學(xué)院第四次派出學(xué)生參加NASPAA-Batten學(xué)生模擬大賽。2017年，該賽事首次在亞洲舉辦，清華大學(xué)公共管理學(xué)院成為亞洲首家承辦該比賽的院校。2018年，學(xué)院選派三名學(xué)生參加于對外經(jīng)貿(mào)大學(xué)舉辦的NASPAA-Batten學(xué)生模擬大賽亞洲分賽，留學(xué)生Trent S. Lawrence所在隊伍獲得本賽區(qū)一等獎。2019年，大賽首次允許各個學(xué)校組成自己的代表隊參賽，學(xué)院派出由來自不同國家的五名學(xué)生組成的國際化代表隊前往韓國發(fā)展研究院公共政策與管理學(xué)院參賽，表現(xiàn)優(yōu)異。

NASPAA模擬教育主任Supriya Golas指出，希望通過基于模擬工具的學(xué)習(xí)方式，鼓勵學(xué)生將課堂中學(xué)到的知識應(yīng)用到模擬現(xiàn)實中，幫助學(xué)生做好知識和能力的儲備，更好地應(yīng)對下一個全球重大事件，無論是流行病危機還是氣候危機。

賽后，同學(xué)們表示為期一天的模擬大賽緊張而有趣，快速熟悉政策模擬工具的使用非常具有挑戰(zhàn)性，但能夠站在應(yīng)對公共危機的領(lǐng)導(dǎo)者和決策者角度思考全球疫情問題，讓他們獲益良多，此外通過和其他同學(xué)的同臺競技和交流，充分鍛煉了溝通談判、團(tuán)隊合作、快速應(yīng)變和專業(yè)知識的應(yīng)用能力。

Joining the NASPAA-Batten Simulation Competition 2021 on behalf of Tsinghua has given me a timely opportunity to reflect on what I learnt at school and from the actual COVID-19 pandemic. My team and I are honored to be awarded as Champion in the Asia round held on March 6, 2021.

All five members of my team come from different places - China, New Zealand, the United States and Bangladesh. We benefitted from the wide range of pandemic responses used in our home countries and based on these knowledge, together we devised an optimal strategy for the competition.

Teamwork and communication skills have significantly helped my team at the competition, which was held completely online. With healthy debates, we updated our decisions quickly to cope with changes in the simulation rounds. This is an important takeaway for us as aspiring future public sector leaders.

The simulation competition impressed me with the dilemma faced by the government, which is the tough trade off between epidemic control and economic recovery. Besides, there was a darkest period when we had enacted all possible policies to prevent the spread of epidemic and stimulate the economy, but the total deaths kept increasing and the economy got worse. As a prime minister then, I felt extremely helpless and my only hope was that the vaccine could be developed ASAP. This bitter experience informed me of the significance of vaccination for saving people and the world from epidemic.

Different from others, NASPAA-Batten simulation competitionis a special contestbased on simulation and random grouping, which offers public policystudents practicalopportunities to be the national-level decision makers for simulated countries. Closer to our daily life than ever, this year’s topic is centered around pandemic. The theoretical model of "Impossible Triangle" that I used to learn from papers has been demonstrated vividly this time in the simulation - how to balance the support rate, the economic growth and the public health at the emergency time. Though enjoying making decisions at the macro level, we have been nervous throughout the competition since each and every minor policy change may cause drastic influence on the data which implies national stability and prosperity. From my perspective, comprehensive decision making not only calls for professional knowledge and experience in specific areas, but also involves the wisdom of bargaining and negotiation among departments and among professionals with diversified cultural and academic backgrounds.
